Teenager Accused of Being Intoxicated and on Bath Salts

A 15-year-old boy said he was drunk and high on bath salts when he was found last week wandering in traffic with his pants off, and now police are looking to arrest the man who allegedly provided alcohol to the juvenile.

Court documents allege 40-year-old Daniel Blake purchased at least one bottle of liquor, five bottles of malt liquor and 12 beers “for the children” attending a party Friday at Blake’s home on Kruger Street. An arrest warrant charging Blake with providing alcohol to a person under the age of 21 was issued earlier this week.

An Ohio County sheriff’s deputy patrolling the Elm Grove section of the city saw the boy stagger into the roadway at the intersection of National Road and Kruger Street around 11 p.m. Friday, a report states. The boy “was witnessed to have no pants on and to be carrying them in his hands,” the report continues.

The boy was staggering and slurring his speech and reportedly told the deputy he had smoked bath salts. He went on to admit he did not know where he was going or why he was not wearing pants. The deputy also found an unopened can of beer in the boy’s pants pocket.

The deputy transported the juvenile to the sheriff’s office, where he registered 0.182 percent blood-alcohol content. At the sheriff’s office, the boy’s mother reportedly said Blake provided her son with alcohol that evening and had done so before.

The deputy ultimately transported the boy to Ohio Valley Medical Center due to his intoxicated condition, per his mother’s request.

Wheeling police officers were at Blake’s home earlier that evening around 9:30 p.m. According to the report, police cited the 15-year-old boy and an 18-year-old at the scene for underage consumption. Officers, however, failed to notify the parents of their children’s condition, and the juveniles were permitted to remain at Blake’s home. Blake was not arrested at that time for providing alcohol.

Blake’s wife, Tina Blake, told law enforcement she left the home with their children after learning her husband had been drinking all day Friday and had purchased alcohol for the juveniles. She and Blake argued about the party, and she checked into a hotel with their children following the dispute, the report states.
