Body Assumed To Be Escaped Inmate
Authorities in Marshall County believe a body found near the Pennsylvania border is that of a man who failed to return to the Northern Regional Jail following a work release.
Marshall County Sheriff Kevin Cecil said the department received a report of a body found Monday evening on Harts Run just inside the Marshall County border near Pennsylvania. The body was at the bottom of a utility pole that had electrical wires cut, and the body had climbing gear on.
The body had decomposed heavily, which Cecil said prevented deputies from visually identifying it. However, the clothes on the body matched those last worn by Derek W. Midcap, 32, who had last Thursday failed to report to the Northern Regional Jail following a work release.
Cecil said Midcap’s sentence allowed him to leave the jail to work at his job before returning to serve his sentence.
“He worked an outside job, and on Thursday it started raining and the job crew was sent home,” Cecil said. “He didn’t report back.”
The clothes on the body matched Midcap’s work clothes, and his truck was found in Pennsylvania not far from the scene. Cecil said though the department will not be certain until results from the medical examiner’s office are returned, the department is assuming the body is Midcap’s based on evidence found at the scene.
“We can’t be 100 percent sure until (the medical examiner) reports back,” Cecil said, adding the body appeared to have been at the location for “several days.”
