Village’s General Fund to Get $362K Boost
Mingo Junction’s general fund will get $362,999 and village residents will save a dollar or so a year, thanks to a ruling by Jefferson County Common Pleas Judge David Henderson.
Village Council applied to the court to transfer the money from the community complex fund to the general fund.
The community complex fund receives a small percentage of a 1-percent municipal income tax. Council in 2011 decreased the percentage earmarked for the community complex fund, putting more money into the general fund because of decreasing revenue. The village had decreased the amount collected for the community complex fund to 0.25 percent.
Village officials said the community complex fund is no longer needed because, even if a complex is built, the village couldn’t afford to operate it.
Several former village officials had voiced opposition to the transfer, saying they believed Aracoma Park was the community complex and the money could be used for improvements there.
Henderson in his ruling filed Tuesday said he reviewed the documentation supplied by current village officials and the comments made by those opposed and approved the transfer. Henderson said the village shall take whatever steps necessary to ensure no additional funds are collected for the community complex fund.
Village Solicitor Ernest Wilson said the Regional Income Tax Agency will be notified not to collect the 0.25 of the 1-percent income tax.
The village has another 1-percent income tax.
