Felony Charges Against Four Teens Are Dropped
Ohio County Magistrate Charles Murphy on Thursday dismissed felony charges that had been brought against four teenagers caught inside the Arc of Ohio County building hours earlier.
Murphy dismissed charges of entering without breaking against Ciana Cassi, 18; Jeri Carenbauer, 18; Daniel Colby, 19; and Tyler Strough, 18, all of Wheeling. The magistrate said the criminal complaint filed by the arresting police officer did not support that charge.
“There was no intent. Based upon what I read, there was no intent to commit a larceny,” Murphy said.
Five police officers and a sergeant responded around 12:55 a.m. Thursday to a report of a suspicious group of people at the Arc, located at 439 Warwood Ave. Officers entered the building to find the four teens.
The suspects subsequently were arrested and booked into the Northern Regional Jail in Moundsville, where they remained overnight. In the morning, Murphy dismissed the charges, sent a release order to the jail and freed the teens.
Carenbauer was employed at the facility, and she allegedly unlocked a window earlier on Wednesday so the group could gain access to the building that night.
According to police, misdemeanor charges including trespassing against the four suspects are pending. Those charges likely would be issued as municipal citations.
