Investigation Continues into Ohio County Public Schools Federal Credit Union Embezzlement

Federal agents are continuing to investigate the apparent embezzlement of funds from the Ohio County Public Schools Federal Credit Union.

The suspected embezzlement first came to light in March after it was confirmed by an auditor from the West Virginia Credit Union League. The credit union’s board of directors then hired the Steptoe and Johnson law firm in Wheeling to conduct an initial investigation before federal officials became involved.

No one has been charged in connection with the investigation, but Kathleen Gramlich, executive director of the credit union, has since resigned, according to William Wilmoth, an attorney with Steptoe and Johnson who is a former federal prosecutor.

“I do have the impression something is going to drop with this soon,” Wilmoth said, noting federal investigations often take time to develop.

Federal officials have been auditing the credit union’s finances, and Wilmoth said he isn’t certain yet how much money is missing.

It is believed there will be no losses to any members’ accounts, and that all account funds are safe and intact.

Wilmoth said the credit union is fully bonded and federally insured, and members would be reimbursed for any missing funds.

The credit union continues to operate during the investigation.

According to information provided by the OCPS Federal Credit Union, the financial establishment is “a voluntary, nonprofit, cooperative association of individuals sharing a common employment bond.”

It is open to employees of the Ohio County Board of Education, RESA 6 employees, and organizations associated with the Ohio County Board of Education, as well as their immediate family members.
