Italian Festival Thief Pleads Guilty in Wheeling

A Wheeling man pleaded guilty in Ohio County Magistrate Court Monday to stealing from a vendor at the Upper Ohio Valley Italian Festival in July.

Dale Parsons, 33, of Wheeling was arrested July 23. Magistrate Harry Radcliffe dismissed charges of fleeing and obstructing when Parsons pleaded guilty to petit larceny and battery on an officer.

Radcliffe sentenced Parsons to 90 days in jail on each charge, with credit for time already served. He will also pay a $200 fine and attend at least five and a half months of drug court programs.

According to Wheeling police, the incident occurred around 10 p.m. on July 23 when Parsons grabbed a cash box from a vendor at the festival and led officers on a foot chase from the Heritage Port to Main Street. Parsons allegedly kicked an officer and threw the cash box into the air before he was placed under arrest.

Also expected in court on Monday was Maurice Mosby, 36, accused of first-degree robbery, malicious wounding, assault during the commission of a felony, kidnapping and strangulation in connection with an incident at the Knights Inn on Main Street. However, his case was continued.

Mosby and Maranda Burch were arrested in the Wyandot County, Ohio area on Aug. 15 after a traffic stop. Burch, 35, is expected in court on Tuesday to answer charges of conspiracy and kidnapping for her alleged role in the incident.

Mosby and Burch are facing multiple charges for unrelated crimes in Ohio, as well.
