U.S. DISTRICT

COURT — WHEELING

∫ Dr. Tod Hagins, of Wintersville, admitted to writing fraudulent prescriptions from his Weirton practice to be sold on the streets. Hagins, 52, pled guilty to one count of conspiracy to distribute controlled substances outside the bounds of professional medical practice, one count of health care fraud and one count of money laundering.

Hagins operated a general medical practice and the Weirton Suboxone Clinic on Washington Street. Hagins admitted to prescribing oxycodone to several individuals without a legitimate medical purpose to be sold on the streets for a share in the profits. Hagins also admitted to writing the prescriptions for oxycodone in a manner that would allow the individual filling said prescriptions to be paid for by West Virginia Medicaid. As a part of the conspiracy, Hagins deposited $4,000 into a business equity line of credit to be used in the scheme with the intention of concealing the criminal activity.

Hagins faces up to 20 years in prison and a fine of up to $250,000 for the first count; up to 10 years in prison and a fine of up to $250,000 for the second count; and up to 20 years in prison and a fine of up to $500,000 for the third count.

∫ Melinda Ray McCardle, 29, of Wheeling, admitted to making a false statement to Deputy U.S. Marshal regarding the whereabouts of Deandre Davis, a fugitive wanted for murder. The crime occurred in August 2017 in Brooke County. McCardle faces up to five years in prison and a fine of up to $500,000.

∫ Quashad Maurante Pugh, 23, of Wheeling, was sentenced this week to 57 months in prison for distributing cocaine. Pugh, also known as “Q” and “Quavo,” pled guilty to one count of possession with intent to deliver cocaine base within 1,000 feet of a protected location in February 2018. Pugh distributed cocaine near Jensen Playground in North Wheeling in October 2017.

∫ Daniel P. Sprowl, 54, of New Martinsville, has admitted to possessing images of child pornography involving children under the age of 12 in November 2016 in Wetzel County. Spowl faces up to 20 years in prison and a fine of up to $250,000.

Senior U.S. District Judge Frederick P. Stamp Jr. presided at all the above cases.
