Wheeling Council, Mayor Glenn Elliott Sworn In

WHEELING — At press time today, Mayor Glenn Elliott and members of Wheeling City Council were taking their official oaths of office during an induction ceremony at the Capitol Theatre.

The public ceremony began at 11:30 a.m.

Residents selected Elliott over former Vice Mayor Eugene Fahey, Alex Coogan and Tony Domenick on May 10 in the city’s municipal elections. New council members Chad Thalman of the 1st Ward, Brian Wilson of the 3rd Ward, Wendy Scatterday of the 4th Ward, Ty Thorngate of the 5th Ward and David Palmer of the 6th Ward joins lone holdover Ken Imer of the 2nd Ward.

Elliott will appoint Thalman as his vice mayor.

The city on Thursday announced the following tentative appointments to council committees, subject to council members’ approval at their first meeting at noon Tuesday:

∫ Development — Elliott, chair; Scatterday, vice chair; and Thalman

∫ Finance — Thalman, chair; Palmer, vice chair; and Scatterday

∫ Public Works — Wilson, chair; Scatterday, vice chair; and Palmer

∫ Rules — Imer, chair; Thorngate, vice chair; and Thalman

∫ Public Safety — Palmer, chair; Imer, vice chair; and Wilson

∫ Health and Recreation — Scatterday, chair; Thalman, vice chair; and Thorngate

∫ Promotions and Public Relations — Thorngate, chair; Wilson, vice chair; and Imer.

Also announced were the following appointments as council representatives on various board and agencies:

∫ Centre Market Commission — Thalman

∫ Historic Landmarks Commission — Wilson

∫ Greater Wheeling Sports and Entertainment Authority — Palmer

∫ Ohio Valley Regional Transportation Authority — Imer

∫ Planning Commission — Scatterday

∫ Wheeling-Ohio County Board of Health — Thalman

∫ Hall of Fame Board — Scatterday

∫ Wheeling Heritage — Wilson

∫ Arts and Culture Commission — Thorngate

City Clerk Janice Jones said Circuit Judge David Sims, chief judge of the First Judicial Circuit, was to administer the oath of office to each elected member during today’s event. After the swearing-in ceremony, Elliott delivered  his first speech as mayor.

Jones said past ceremonies were held in council chambers within the City-County Building. The most recent, in 2012, was held at West Virginia Independence Hall.

She said more than 300 people were expected to attend today.

Activities after the swearing in included a reception.
