Marshall County Commission to Fund $2M Land Acquisition

MOUNDSVILLE — Marshall County commissioners Tuesday approved $2 million dollars in funding to support Regional Economic Development Partnership land acquisition in the county.

According to county Administrator Betsy Frohnapfel, the acquisition is an effort to attract industry to the area. She added the commission does not yet have information on where the acquisitions will be located.

“Property acquisition will enhance our economic development activity and assist the Regional Economic Development Partnership in attracting downstream industry to help enhance the quality of life for our citizens. The commission has agreed to support the ongoing efforts of our longtime economic development partners to retain and create job development opportunities within our county,” Frohnapfel said. “The money is from a general economic development fund and will only be used for Marshall County. It will only assist the larger project and not nearly cover the entire cost.”

Commissioners also heard from A1 Interstate Equipment and Towing owner Gerald Berghoff regarding a January incident involving a lack of proper protocol with 911 tow calls.

According to Berghoff, the 911 center and sheriff’s office did not follow a scheduled call list for towing companies as previously defined by the commission.

“I’m asking for an investigation to interview everyone involved and see if they’re even using this system,” Berghoff said. “We offered our services to the county and the commission set up a daily rotation and it’s not being adhered to.”

Frohnapfel said Sheriff Kevin Cecil worked to correct the issue among staff earlier this year. Cecil was not present at Tuesday’s meeting due to illness.

“The sheriff said after he spoke to you two weeks ago he spoke with some of the deputies involved in the situations you referred to and said they were at fault and he apologizes,” Frohnapfel said. “He put a follow-up memo out to his officers and believes that any issues you were having should be cleared up.”

Commissioner Scott Varner added the 911 center addressed tow call issues during the summer.

“The sheriff has addressed the issues with the deputies out there on the road to ensure that they realize there is a heavy rotation and that it is followed,” Varner said. “From the sheriff’s perspective, he’s addressed it and the 911 center addressed it this summer.”
