Variance OK’d For United Bank Sign in Downtown Wheeling

WHEELING — United Bank has permission to paint a larger logo sign atop its building at 12th and Main streets, but Wheeling officials advised bank officials a parking garage proposed for the lot nearby may obstruct that sign in the future.

The Wheeling Board of Zoning appeals met Thursday morning and approved the variance request from United Bank to allow the business to paint over its existing logo sign, but increasing its size to a total of 184 square feet.

When the area of the new logo sign is combined with other United Bank signage already in place along Main Street, the total signage size exceeds the 200 square feet allowed the business under city code. United Bank was granted a variance permitting 416 square feet, and the new logo sign must be completed within six months.

The proposed logo sign, however, isn’t on the Main Street side of the bank, but rather looms out over a parking lot adjacent to the bank on its north side.

Tom Connelly, assistant director economic planning and development for the city of Wheeling, told bank representatives there is discussion about a parking garage being built in this vicinity.

“There is nothing preventing the property owner from building an eight-story building and covering up that sign,” he said.

Meanwhile, Michael Niggemyer, owner of a building at 4738 Eoff St., was granted a conditional use permit that will allow him to continue to use the building only for storage for one year as he seeks to sell the building. Board member Ron Sinclair told him after 12 months he would have to return to the board for a permit if the property isn’t sold.

Frank Provance, of 12 Hawthorne Court, also was granted a variance that will allow him to build a garage at the edge of his property and within the 5-foot required set back of his neighbor’s property. The garage will come up close to their neighbor’s garage, but the roof overhang will not go onto that property, he told the board. The neighbor did not appear at the meeting to protest.

The board gave Provance 18 months to complete the garage.
