Reinvigorating Old Manufacturing Sites

The Ohio Valley is full of old “brownfields” – places where manufacturing once thrived but now is gone, leaving behind polluted soil that makes it difficult to redevelop the sites.

A bill already approved by the West Virginia House of Delegates could make that more realistic. The measure would create a nonprofit corporation to oversee such sites. Owners could get property tax breaks, but would not be relieved of responsibility to clean up pollution. The corporation could help them accomplish that.

State senators should approve the plan, which may be especially valuable in areas such as ours.
