Avoid Unnecessary Increases in Fees

Martins Ferry officials are right to be looking through their ordinance books in order to identify and correct outdated rules. As Mayor Robert Krajnyak pointed out, the city does not need an ordinance on where people are permitted to tie up their horses.

But it probably is no coincidence that rules receiving focused attention involve fees people and businesses pay to the city — at a time when municipal finances are strained.

During a recent council meeting, city Service Director Chris Cleary reviewed several fees, suggesting they be increased. Council will deal with the matter at a later date.

Among fees cited by Cleary was one for cutting curbs along Martins Ferry streets, as residents might do to install driveways for their homes. The fee, set in 1958, is just $1 per foot of curb. Cleary recommends the amount be increased to $10.

A fee dating back to 1962, of $5 per day per person involved in soliciting or canvassing people in the city also should be increased, Cleary believes. He wants it to go to $20.

Martins Ferry officials are right to consider adjusting some of the fees. That will increase city revenue.

But in making adjustments, council members should consider the impact changes will have on city residents and businesses. Many in Martins Ferry are having trouble making ends meet themselves. The city should not add unnecessarily to their burdens, but should hold fees to the lowest practical levels.
