Why no chair

I was recently startled to learn that when someone attends a Wheeling City Council meeting and signs up to speak, they must stand in front of the council table like they have been called to the principal's office. Why did they remove the chair from in front of the speaker's table? Is this some sort of tactic to keep the speakers from talking too long? The chair was there for the Wheeling Traffic Commission meeting I attended recently and others have told me there is a chair at the speaker's table at other meetings, too. Many of the people who sign up to speak before council are senior citizens. Give them a chair for courtesy sake.
