Sidewalks and Streets

I haven't figured out how some areas of the city of Wheeling receive new sidewalks compliments of the city while other private property owners are expected to replace their own sidewalks. The work done to put in new sidewalks on Chapline Street in Center Wheeling this past fall was interesting to watch. The sidewalks look great, especially in front of the historic Victorian era buildings. However, if I was a resident of South Wheeling, I would be screaming bloody murder. Have your driven on Jacob Street down there lately? It is like driving over a washboard. The street is awful. I would think the street needs as much, if not more, attention than sidewalks in front of private residences and buildings.
