Is this the same city that could not control their pension cost and now wants the state to bail them out or should I say the rest of the taxpayers outside of Wheeling. I guess they knew how to control cost and are now right about Home Rule. I wonder why all those businesses are building in the Highlands and not downtown Wheeling? Home Rule just another tax and spend program for government. The State should set the laws or you will have thousands of little city laws nobody but the government wanted to raise money with fees, taxes, fines and registration fees. Why would anyone would want to live outside of the city?

Home Rule is lack of control and the people end up paying for it. If a law is good for cities than the state should ok the law for all and not allow the cities to be the lawmakers. Control at the state level is better control for all involved especially the taxpayer.
