Mike, I agree. The WVDOH employs a cadre of engineers. Why does the DOH farm their work out instead of using the highly skilled (and highly compensated) professionals already on the payroll??

DOH employs Arkansas companies to paint our highway bridges, companies whose entire workforce speak Spanish and have south-of-the-border mailing addresses. Why not redirect the tax money internally and employ our WV men to do these jobs? After all, the highway improvement funds are drawn from the 51-cent-per-gallon gasoline taxes that each West Virginian pays. Our money should stay in WV, not be spirited to some miserable red state and their illegal workforce.

Boozerboy, "Why does the DOH farm their work"?

Because your local drunken dishonest crooks couldn't pass a drug test and if they COULD, they would steal the taxpayers blind like yokels always have.

The only way to make a buck there is to work for the government and then ***k your neighbor. Glad you like living in that {hell}hole.

@WWU. WV is not named the most corrupt state. I believe FL holds that title, with LA close behind. Anyone know where Katherine Harris is these days?

"Most interesting, the most corrupt states are all RED"

"Chicago and Illinois, Leading the Pack in Corruption Anti-Corruption Report Number 5 February 15, 2012 (Updated April 18, 2012)"

New public corruption conviction data from the U.S. Department of Justice shows the Chicago metropolitan region has been the most corrupt area in the country since 1976. In addition, the data reveal that Illinois is the third most corrupt state in the nation."

"Since 1976, a total of 1828 elected officials, appointees, government employees and a few private individuals have been convicted of public corruption in Illinois – an average of 51 per year. Illinois is surpassed only by California with 2345 convictions (65 per year) and New York with 2522 convictions (70 per year). Rounding out the top ten are (from most convictions to least) Florida, Pennsylvania, Texas, Ohio, D.C., New Jersey and Louisiana."

Chicago the most corrupt area of the country!!! NO WONDERWHY

In December, 2009, the Federal Highways Administration issued a 700-page tome entitled "Technical Manual for Design and Construction of Road Tunnels", Publication Number FHWA-NHI-10-034, with sections devoted to the design and execution of tunnel repairs. That, in addition to the earlier, 2004, "Highway and Rail Transit Tunnel Maintenance and Rehabilitation Manual", published by the Federal Transit Administration, FTA. Those publications record some core details of the new "first nationwide tunnel management system (TMS)", jointly, as we take it, administered by the FHWA and the FTA. And, they apparently supersede the earlier FHWA Tunnel Repair Manual. Were these Wheeling Tunnel repairs, on a Federal, Interstate highway, at long, long last, and finally, designed, undertaken and completed in compliance with those Federal standards? If not, why not? The earlier efforts, when this paper first started calling the project a "Fiasco", definitely were
