Inspection Will Occur Once Every Two Years

why can't the state road crews inspect these tunnels?a half mil seems steep just for inspection work.

Mike, I agree. The WVDOH employs a cadre of engineers. Why does the DOH farm their work out instead of using the highly skilled (and highly compensated) professionals already on the payroll??

DOH employs Arkansas companies to paint our highway bridges, companies whose entire workforce speak Spanish and have south-of-the-border mailing addresses. Why not redirect the tax money internally and employ our WV men to do these jobs? After all, the highway improvement funds are drawn from the 51-cent-per-gallon gasoline taxes that each West Virginian pays. Our money should stay in WV, not be spirited to some miserable red state and their illegal workforce.

Keep it the way it is ,Check the checker of sorts, West Virginia would lie about the work done, material used, time involved , would soak the taxpayer as normal and would be cowpath with a hogwallow year-round. Same as the Speedlimit at the Highlands, Ohio(state) will set it and If the County(West Virginia) had anything to do with it it would be 17 mph;

@Boxerboy: YOUR money to stay in WEST VIRGINIA?!?? There is a 80% Federal Share, and West Virginia was already CAUGHT waiting for the Federal 's 80% to arive before putting in their 20% which was a deductionfrom the 80 % funding and was caught by George Bush in 2003 and took Senator Byrd to court in January 2004. OUR MONEY INDEED!!!

so all of the people contracted to inspect these tunnels are up on their drug tests?when was the last time they were checked?here we go again with the drunken drug addicts stereotyping again.didn't we just here this from people in the gas industry?sorry but we're not all drunk or on drugs.

In December, 2009, the Federal Highways Administration issued a 700-page tome entitled "Technical Manual for Design and Construction of Road Tunnels", Publication Number FHWA-NHI-10-034, with sections devoted to the design and execution of tunnel repairs. That, in addition to the earlier, 2004, "Highway and Rail Transit Tunnel Maintenance and Rehabilitation Manual", published by the Federal Transit Administration, FTA. Those publications record some core details of the new "first nationwide tunnel management system (TMS)", jointly, as we take it, administered by the FHWA and the FTA. And, they apparently supersede the earlier FHWA Tunnel Repair Manual. Were these Wheeling Tunnel repairs, on a Federal, Interstate highway, at long, long last, and finally, designed, undertaken and completed in compliance with those Federal standards? If not, why not? The earlier efforts, when this paper first started calling the project a "Fiasco", definitely were
