the roads get upgraded before so that they can move all of their heavy equipment,wide loads,etc.after they are done using these roads[which they'll be covered with mud and whatever that grey slime is while they are working there]they won't be any better.don't buy any new cars while they are on your road because it'll look like crap all the time.the mud shouldn't be allowed to be drug out all over the pavement just because they can't afford slag.
