ice cream, just in case you come back to this thread before it expires, I want to add to your thought.
Prior to 1960, the residents living in far-away Georgetown, Marshall Co., could board a passenger train and travel to Washington, New York, Florida or anywhere else in the United States.
The Eisenhower Defense Highways were a huge improvement, followed by jet traffic for the masses, but nothing can replace the immediacy of the railroad.

promo not so. West of the Mississippi the railroads are burgeoning with business and they are on a hiring spree at all levels.
There are places where the economy of scale favors railroading.

Future and Railroads is an oxymoron. Like Military Intelligence (thanks Hawkeye)

"Way easier said than done"
That is generally true of most things. I hope such an emergency never happens.

WHEELING - The Ohio County Public Service District has issued a 48-hour boil order due to loss of water for the area from the second entrance at Betty Zane on Cherry Hill to Short Creek and Hard Rock roads. This order is expected to be in effect through Friday afternoon. Hahahaha! LOL

You can't even get water from the Ohio River in Warwood, strain it, put it in a pipe and deliver it to the surrounding community with any bi-monthly regularity.

"passenger lines that could include stops in Wheeling"
That would be a neat trick seeing as there are no tracks coming in to Wheeling.
One thing that certain nay-sayers forget about the rails-to-trails initiative is that the railbed is preserved by the asphalt pavement. Should a national emergency require the quick reconstruction of trackage, it is a simple matter to lay sections without litigating with private property owners or demolishing trailer homes and brick buildings.

Sad part is, they tore up most of the rails. Remember "Rails to Trails"?
