WV was and still remains a SH*tHole before and after the Blast incidents in California and Here in West Virginia. They said they could do the Inspection Safety Checks and were paid to do the job, They accepted the agreement, job, and money and didn't put any effort into doing the Job... The State of West Virginia is Negligent.

ice... That would require companies to re-invest in infrastructure which takes away from the bottom line and decreases stock dividends. if a CEO does that the Board of Directors fires them.
