Sounds a lot like the King Coal Highway. Remember those strip mine permits Consol Energy was denied last fall in mingo county? The ones the state DEP approved and were subsequently rejected by the EPA? There goes your King Coal Highway system. A project that would have benefited tens of thousands of WVians, largely funded by the private sector, approved by the state and then rejected by the fed. You tell me what's wrong here. Sorry WV tax payers. If you want this done, it looks like you're going to foot the bill yourself.

Make sure there is sufficient room on the inbound lane of traffic to construct a divided and separate access way to have a protected pedestrian lane wide enough for a man and wife to walk side by side against oncoming traffic toting wheeled luggage or a small rickshaw type wagon of their remaining belongings and lifesaving; hopefully Virginia will have the necessary and needed resources( i.e. staffed hospital, sleeping quarters, MRE’s) if only a makeshift tent-city at their end to assist the displaced refuges on their trail to a less abusive living space.
Good Idea. But-- it will do nothing unless this state becomes more "Business Friendly"
