I absolutely agree with Hefner. Health Right helps the working poor. The Wheeling Human Rights Commission is an agency that is unnecessary. There is a state human rights commission that serves the same function and at no additional cost to the citizens of Ohio County.

The city as usual has it bass ackwards. The Human Rights Commission should have been defunded years ago. Health Right is important to many people and there is no doubt it should take preference over the Human Rights Commission.

So what is the total budget for the CDBG funding? Have they maxed out at the 15% yet? That would be an important piece you put in the article. Does anyone know the answer?
