The Mayors out of town on his HomeRule campaign tour, since he's not at home Cut that pipe from shutoff to shutoff, dig-out the trench out between the shut-offs ad replace that long section of pipe. Tell the mayor you ran out of Duct-tape and couldn't reach him to get more, so you put in New pipe.
