It is a pure money loser, and has zero socially redeeming values. A FOOD STAMP PROGRAM FOR THE WEALTHY!

SHAME on the Racing Commission and the Legislature if they allow this "hand-out" to continue. Millions and millions of West Virginian's tax dollars have been donated to a majority of out of state carpetbaggers. In the meantime we're struggling to combat childhood poverty in West Virginia.
