Great story that blames unemployment on the employers and not the economy or the President. Neat. Obama blames everything on Bush so this is a new wrinkle. the people most squeezed in the job market are white people as they don't have any built in passes for criminal records or points for hiring minorities. They have skills so Obie has to find a way to negatve that. The government wants them to hire people who may be unqualified. People out of work, laid off, may not stay at the new job if called back. Thats another problem. Younger workers have no track record and fewer skills, and I saw a story some time ago that younger workers often ask interviewers what the company's "social media" policy is, meaning can they chat all day. Would you hire that guy? 8 million people out of work and the President's answer is hire more unqualified workers. He really is the affirmative action President..but what the heck we don't make anything here anyhow.

"Employers could be pressured to hire more workers with a criminal background under recent guidelines issued by the federal government. The Equal Employment Opportunity Commission’s guidelines warn businesses about rejecting minority applicants who have committed a crime and recommend they eliminate policies that “exclude people from employment based on a criminal record.”
The EEOC says civil rights laws already prohibit different treatment for job applicants who are of a different ethnic background but have identical criminal histories. The update was issued out of concern that employers might disproportionally exclude minorities from getting hired because more African Americans and Hispanics are getting arrested and going to prison, according to the guideline report.
OK, so if you are MINORITY only, an employer cannot reject you if you are a FELON!
But if you are a WHITE PERSON out of work, they CAN reject you?

Hire whom that you want, but remember if you aren't professional and hire someone gullible, related, or as a favor with benefits because they are easy to manipulate is what has driven the dysfunctional State of West Virginia into what it is today. “Do the proper and right thing" are words of good corporate and ethical practice that should be firmly adhered too.

Burningup07 is correct, these new resume screening programs are a joke.
You have to figure out the right combinations of the buzzwords to score high.
If you have 20 years experience, that makes you sound OLD. So you write:
"More than 10 years experience with Oracle or SAP or gas well drilling or....."
That is not a LIE but it fakes out the scanner.
Most young people today are lazy a&& OCCUPY WALLSTREET punks anyway!

Yes the interview and hiring process has become way obsolete and a joke all around. It's not that they're necessarily discriminating against the unemployed. They use formulas and a scoring system like Wraith said to filter people out before you even get to the interview process. Then when you get to the interview it's more multiple rounds of B.S. with some companies being more lame than others of course.
If you put certain words in your resume you will get more interviews than someone else that doesn't have them. These words are all different of course depending on the industry.
When you throw in all these employment agencies that are out there now the situation gets even worse. A lot of them lie and only care about the company they're trying to recrut for which is how they make their money.

STUPID policy but government should keep its ever expanding reach OUT of the hiring market.
Problem is business use these "resume screening programs" that automatically filter out otherwise qualified candidates. Like "not employed now" or zip code too far to commute or "too much experience".
How can you have "too much experience"???? Yeah right, I want an Inexperienced airline pilot flying my plane, yes sir. Inexperienced surgeon, SURE, come on practice on my body, etc. etc.
Just means the employer wants to HIRE CHEAP inexperienced workers.
