The DOH needs to find a way to get the "substantial amount of the nations commerce" off of that portion of I70 that is supposed to be bypassed by I470. Probably, that will require slowing down traffic on 70 to the point that interstate travelers find 470 more convenient, hills and all. Two things that might help would be to change the designations, so that 470 becomes part of I70 and visa versa, and prohibiting all truck traffic through the tunnel.

Here's an idea. Eliminate I-70 from St. Clairsville to Elm Grove. Allow lcoal traffic to still utilize the existing I-70 as a means of access into downtown Wheeling with the terminus being the exit just before the tunnel. Close the tunnel permanently. Tear up the existing highway from the west side of the tunnel to Elm Grove. Sell the property to developers for residential and/or commercial or both. Make all east-west thru traffic travel on the existing I-470. We don't need noisy traffic traveling thru some of our best real estate. Didn't make sense when they built it and makes no sense now.
