The statement that most departments would see modest increases or reductions to their operational expenses under the budget proposal makes me think why do we never see a cut in size and operation of government. Just what does the most seem to mean in this case mostly a cut or mostly an increase. Can it be both and can the taxpayer expect mostly a cut or increase in taxes or fees.
