In the 90's all the politicians were campaigning to get "tough on crime!" The results are in.

1990 about 1,000,000 in the criminal justice system (prison, jail, parole and probation). In 2010 7,200,000 in the criminal justice system!

Has the crime rate dropped?

To make his budget better and to assure his supporters that they will get their pet projects, the Governor intends to make it harder for Judges to send criminal to prison and to let more out, and to allow parolees to violate their paroles and not be sent back to jail. And then we have Obama in D.C. who wishes to disarm the law abiding citizens to assure criminals that their victims will not harm them as they kick the doors of their homes in. Think about that, to meet the rise in violent crime (which means more ordinary people are victims) the Governor proposes to jail fewer criminals and the President wants to disarm lawful citizens. Wow, makes sense to me. Protecting the citizens is not something that appeals much to officials, its not something that benefits them like..say..another state building or ten thousands more cousins and nephews on the payroll.
