This problem will never be adequately addressed until we can figure out a way to get their parents engaged in every facet of their children's lives, including education. I agree with Mikeyd that many parents of "at risk" kids are druggies, but many more are not. Both parents wrk, not out of necessity, or there's only one in the home and they put their kids on automatic.

so they'll start checking welfare parents for drug abuse?everybody else that gets a paycheck gets tested.
