I think the Wheeling HRC serves no useful purpose if it only duplicates the task of the West Virginia HRC; unless it some how unique; like enforceing an ordinance of Wheeling City Council protecting sexual orientation like Charleston and Morgantown. This makes the assumption that The Wheeling HRC passes a resolution urging the Wheeling City Council to amend the Wheeling Human Rights Ordinance to include sexual orientation as a protected class and that City Council pass such an amendment.

@Getaclue I suggest you call the City of Wheeling Economic and Community Development Department and request a CDBG Budget Expenditure Report. Don't rely on the "City" math you are using..rely on the Federal Report!

Your comment reveals you as the judge here. Why are you embarrassed by Mr. Scott, he appears a gentlemen, except he doesn't know when to take his hat off. Shame on you!

Why are people so worried about the percentage of blacks, females, etc. employed by the city?

Wheeling is more than 5% black, regardless of what the official statistics tell us. But let's use 5%. Does this automatically mean that 5% of all employees should be black? Why? Is skin color the defining trait necessary to do a good job?

How many minorities actually apply? How many are actually qualified?

In local government (and in the mines, etc.) there is no racial discrimination. You see, the Good Old Boys don't discriminate in that way. They only discriminate in that they get their son, brother, cousin or nephew hired.

$58,500/10 cases = $5,850 per case. For half that, the city could pay a third party lawyer to handle each case.

"Subject to final approval by City Council in May, City Manager Robert Herron's proposal for distributing the city's annual allocation of federal Community Development Block Grant funds would give the organization just $7,000 to operate during the 2013-14 year, down from almost $66,000 this year."

YOU DO THE MATH... 80% of $66,000= $52,800

"With only $7,000 to spend, the HRC would have to let go its only paid employee, longtime Executive Director Theresa Garrett, whose salary and benefits account for about 80 percent of the group's budget this year."

The HRC is about more than racial discrimination. A majority of what they do is about people with disabilities.

The City of Wheeling Human Resources Dept should be able to give you the racial makeup of all city department. The City of Wheeling and any Municipal Entity should have the comparison information.

Can anyone answer the following questions. How many minorities are employed in the different Wheeling city departments i.e. the Police, Fire, Water and what is their job? How does Wheeling compare to other local cities?

@GETACLUE Where do you get your figures? The Director's line item salary is $38,000 which includes over $4,000 for health insurance...and that's after 26 years of service with the City!!

De-funded because the directors inflated pay of $58,500 was $20,000 more than a City Police Officer or Firefighter makes. The DIRECTOR OF A VOLUNTEER COMMISSION!!!

There are consequences for being a nut case and the nuts should just*****it up and move on. Why can't a man remove his hat when he is under cover; military men do. What does, "whatever it takes" really mean? Disbanding this group of irksome do-gooders is long overdue.
