Back when the constitution was FOLLOWED and people had common sense, they HUNG those convicted of TREASON and murder instead of spending millions to feed and house them for the rest of their lives!!

Meanwhile...back in Wheeling...the WPD cruisers (1 of how many?) at speeds in excess of 65 mph down Rt. 2, many times daily transporting multitudes of those presumed guilty.

City of you can're going in the wrong direction.

I would suggest we monitor what other states, who have successfully lowered the number of those incarcerated, have done and follow suit.
