I take it you are referring to the Wheeling government. Pierpont told Lincoln on Dec. 30 1862 that the Union men of WV were not originally for the Union because of the new state. West Virginia only became a state because most West Virginians had no say in the matter. If you don't believe that ask yourself why Wheeling's state constitution was trashed in 1872 and why Pierpont had to rely on the Federal government for a job and why Waitman Willey ended up working as a clerk of the court. Ask yourself how WV ended up being the first state to ever elect an ex-Confederate to the governorship.
