Why should being able to teach the children to read and write properly be a problem? It is simple: Teachers, adults, take the time and teach the children! This 'problem' should not exist! The Governor has to step in? This is micro 'problem', not macro. Since caveman marked on stone=writing+reading. Shame on us. A failed, failing system.

I don't know- WV people can read well enough to file for-Food stamps, unemployment, housing assistance,disability,welfare,free medical,free school lunches etc I'm surprised that the U.S. hasn't come out eith free gasoline stamps. Give Obama time.
