I guess gambling must be a basic social trait in Ohio and WV. Internet cafes in most states are places where people can go, have coffee, sign on the in house wireless or use computers there. In our region, the terms means gambling centers. In WV, the real social and damage of gambling is centered around the 5 machine casinos where people addicted to gambling can go and not only squander income but in some trade stolen property for money to play the machines, hoping to hit that big jackpot. If you were reading this from some other states you would be wondering why would the government want to limit on line access in cafes. Here it means gambling. Does the legislature realize that kids have money in their pockets, why not machines in the cafeteria of high schools to cash in on that disposable cash from allowances and lawn mowing jobs. After all the money is always used for education, and seniors, and disabled puppies and flowers to the sick, and, and.....
