The real problem in these little cities like Wheeling and Steubenville, we end up with government for the politicians and government employees. Government for and by the people no longer exist for the whole city it is only for a few but they still want the taxes to for pay raises and for large while elephant project for a few with their name painted on the project .

Government in all cities likes to keep the dirty laundry behind executive meetings or private meetings. This is why the Sunshine Laws were pass but now everything qualify as a Executive Session. Maybe it is time to eliminate Executive Session unless it is for national security because from the Federal level to the city level. They have all been in the process of try to control government for their private needs of elected, appointed and friends connected. Remember next election and vote them all out.

Maybe she finally realized that the welfare/corruption crowd that runs Stupidville cannot be overcome through efficiency, honesty, integrity or hard work.

Lowlife, criminal welfare scum like their housing projects and their narcotics deals and local officials like the cash it brings them.

Generally when a person quits a job they receive pay for hours worked todate and paid for unused vacation time. I seriously doubt that either would qualify for a severance check exceeding $43K so my question is - why the large check?
