He blames the colleges for admitting students who turn out to require remedial classes in math and English? Maybe W.Va.'s high schools should stop awarding diplomas to functional illiterates.

With statements like this one:

"We've flatlined and digressed and I think the reason for that is because in early 2000, I feel like our testing patterns and some of the practices that we had in our secondary schools in particular, by being aligned with the Southern Regional Education Board, the High Schools at Work Assessment (and others,) we had a better feel for where we were and we could address it."

I'm not a betting person but I bet you this buzz-word/buzz-phrase bu__crapper is going to administer West Virginia's schools into the ground.
