They allow CONVICTED criminals who lie, cheat and steal for a living to be on the "honor" system?

The ACLU lawyers will be busy. This guy will be profiled. just because he wears a striped pajama suit, has tear drop cheek tattoo and drives stolen car, he will be pulled over and asked for proof of identification.
