We will always have thieves both in the private and public sectors. Laws don't stop thieves.

We have enough laws to cover everything but we still end up with politicians and government employee’s embezzlement, falsifying accounts and work records, wrong use of grant money, outrageous pay for some government jobs and use of taxpayer money for special interest groups. All this goes unknown to the public until money comes up missing and the taxpayer foots the bill for poor judgment of fields of dreams, outrageous pay raises, and too many government building with deluxe accommodations. Number one reason to have the cities vote to have Home Rule if we are to have Home Rule.

The only way a city should have rule is by a vote by the citizen as to whether they want it or not. Home Rule is just another way of control, feea and taxes. A lot of local city council do not have the knowledge to handle local issues let alone make new rules. Even the State has too much of a problem enacting new laws. The State should be putting in stronger Ethic Law to insure less cover up at the local level and corruption that cost the taxpayer money before giving Home Rule.
