They lowball their projections to sell their i incompetence. Four Casinos, Four Racetracks, Multi State Lottery, Several Thousand Slot Machines and the only "game" in the state. A Japanese Snow Monkey could run this lottery.

So much cash and so many politically appointed politicians, what could go wrong when you mix cash and politics in WV. Lets not think about it, the money is all going to senior citizens and puppies so go back to sleep it will be OK. Thank God this is WV with a history of completely honest state officials and not some other state where people might misuse that money. Not to worry, politicians and state officials police themselves to be sure that they stay honest. There have been some significant lapses though...say what the name of that guy who lost $278 million dollars of public money he said investing in the stock market? Seems it was A.J. Manchin. So what happened to him for losing that much money? Nothing, it was just public money.
