Outsourcing legal work to private lawyers was one way that McGraw used to payoff local lawyers to campaign for him, or in exchange for campaign contributions. The McGraw years in WV are some of the finest examples of podunk political corruption to be found in America. Lawyers loved him because when he would sue some large corporation he would pay his lawyer supporters to handle the case for the state and would get huge settlements from business who knew that if they intended to do business in WV you had to pay the AG. Don't know what kind of AG this guy will be but shutting down the political employment within the office and clipping the umbilical cord that McGraw had connected to the power lawyers in WV is a refreshing start.
