Set the severance tax a rate high enough to cover the future fund and the budget shortfalls. WV has the supply WV can set its own price. DO DOMETHING FOR THE FUTURE OF THE STATE NOT FOR YHE FUTURE OF THE COMPANIES.

North Dakota Population 699,500. The good people of ND were presented with a constitutional amendment that was ratified (will WV do the same)?

A lot of information on the ND program can be found with a SIMPLE google search!

As Senate President, Kessler sets the senate agenda for sessions, in 3 sessions he can't get the bill out of committee. That has to be a record for any Senate President in the history of the state! He is weak.....

This article is filled with "points" seemingly intended to deliberately, subliminally draw even more folks to the shale gas baloney sandwich counter. For instance: "Alaska's Permanent Fund, he pointed out, has done so well the state mails dividend checks to every man, woman and child who has lived in the state at least a year - with annual payouts averaging about $1,160 per person between 2009-12." What does that have to do with WV? Why are such unrealistic expectations being raised? Alaska has a population of about 732,000; i.e., between one-third and one-half that of WV; and, has anyone ever heard of North Slope Oil, taxes on which feed "Alaska's Permanent Fund"?

It will not work unless you get both parties to back the idea. WV is close to becoming a Republican State. But, just the Dems go to ND. That just seems it onesided idea and will never work.

The concept is a good idea but it has to have safe guards to keep the money for WV not for pensions, roads, or other political ideas later down the road. It needs to be put in a locked box for 20 years with no usage by anyone.

We lost the lottery gains, the coal gains, and now we might lose the gas and oil gains. Too many have an eye on pork spending for special interest but they think they have ideas to save the money for WV. This is just plain political bull or pork spending for the future.

We now have computers and the internet to do REAL time video conferences!! so why are these clowns wasting $22,000 dollars of OUR money to fly out for a "meeting"

ANY tax collected from the gas industry MUST be returned to the residents IMMEDIATELY, not 22 years down the road!!!!!

And I still say West Virginia should now be tax free!!!

Repeal the State income tax for starters Kessler!!!

NOTHING is more corrupt and vial than a tax on a man's labors!!!!

There are currently 9 states without an income tax and West Virginia needs to become number 10!!!!

So is he suggesting that we have a fund that will benefit the citizens, or his special interest groups? That the gov is going to collect money and hold it for us is a particular type of government thinking that is dangerous to us all. For one thing, returning some of it to the people in the form of repealing the state's income tax is a good idea but one that would never occur to Kessler. Politicians feed on the people's work even more than the Feds do (state and Fed tax share of the cost of a gallon of gas is more than the oil company gets). So how is shaking down the energy people and hoarding money to hire more cousins and shovel leaners going to help our future? Returning money to the people is now a foreign idea in America. Last person to do it? W. Bush gave us actual rebates on taxes, $600 that generated $42 billion in spending and turned back a recessionary spiral. Obama said he would give us a grand if elected, but never did. Government rainy day funds = cesspool.

and the politicians still stink.we should be one of the richest states in the country.only the politicians end up rich.nothing goes to the politicians end up just as bad as the old.entitlement for the chosen ones.any money in this state disappears due to somebody.and us old people know.

One great idea for the money would to eliminate the personal property tax on our autos. There is no way we can support mass transit in WV or maybe only at WVU. This would help owner now and in the future.
