Tear the buildings down and place a lein on the properties that do not make restitution. Simple. Also, half of Wheeling Island should be torn down. What an eyesore.

It is good to see that there is help for those who truly need it, to have the property torn down, but, what is happening to those who have had their building in the paper time after time, and it has critters and bricks falling in? When will they FINALLY be held accountable? When they look at re-doing the city charter, required by code that progress has to be equal to 10% of the cost of the building EVERY MONTH, or they incur a fine. Fix it, Fine 'em or allow them to relinquish it - but it must be done in a 9 month period. BOY THAT WOULD SURE CLEAN THINGS UP! ;O)
