Operating revenues should not be confused by including capital improvements with the revenue stream. The Benwood City Park and Swimming Pool are well managed and maintained and affordable to the many who enjoy the benefits of this facility.

Are gov services supposed to make money? That does not sound like a bad trade off for a summer of swimming and recreation for the kids and adults of a small town. Did the street department make money or break even? The idea that your services are supposed to make money seems kind of backwards. Never been swimming there but have played softball on the adjacent field, its a pretty nice park for a town that size. It looks like a nice poor and there is always some kind of party or reunion using the shelter. Having a park is a good thing.

Uh oh...don't drive down route 2 through Benwood any time soon. They'll be giving out speeding tickets like they're fliers to a bad concert.
