dying and get a clue:

You don't need a specialist in the field to monitor the test. You just --

1. Make most or all of the certifications the same day, or at least group them.

2. Use a local generic agency person like a County Clerk.

3. Locals can dial Charleston during the test if there is a question. There shouldn't be any, as it should be like an SAT - follow the directions and fill out the form.

Local cost would be minimal.

But then this would make sense.

dyingov......The tests have to be proffered and monitored. It is not a simple issue of just using technology.

How about computer tests at the local libraries? Just shows how far behind WV is....
