It amazes me, the ignorance of some people. Please, before criticizing those who need not be spoken of, do a little reading. First off, This building in which I know as "the convent" is vacant. The nearest YSS ran building is one in which an Independent Living program is hosted. Young adults, all who have the legal ability to live on their on, live there. No children. The fact that there is a school down the road, there are also houses. Who's to say a man who has done worse doesn't live in one of those houses? If this wasn't a YSS building, people wouldn't even care. Just like the thousands of children who were killed in Iraq. Did anyone care? No. As for the comment directed to Safe Place, there are several locations across Ohio county that are host to this program. None of which, are this particular building. In fact, YSS Head Quarters, which is located on the opposite side of wheeling, is no where near this building. Children are safe. He is caught. End of story.

If you read the article you would know that the shelter has been vacant for years and is used as homeless shelter during winter months and Moses allowed him to stay. Im surprised the place is not full all year round with the cost of rent locally. Does the Salvation Army do a background check? The womens abuse shelters? Its lucky some family in poverty didnt rent him a room in their home-I hear more local residents are turning to that.

Mr. Moses , you should have the decency to resign after allowing a convicted murderer to reside at a halfway house for troubled youth. It was your respondibility to conduct a background check on this fiend. Either you're devoid of common sense or you were more concerned with the welfare of this criminal who was, as you put it, "getting his afairs in order." Resign, Sir.

He was working for a mining company and traveling home to Charleston on the weekends.

He had a cell phone and, apparently, a decent vehicle.

Welcome to the new America, where housing is no longer a "necessity".

As for this loser staying at YSS-they need to be shut down. Homeless shelters, Section 8, etc. bring nothing but trouble.

I am insensitive, you say? Well, why don't you open YOUR house and let these people stay with YOU, if YOU are so compassionate and generous.

How many homeless people do local liberal do-gooders house in their own homes, rent free? Hmm?

@Reality- YSS doesn't run background check for their Winter Freeze--so this guy never had one. Holy Roller Moses always claimed that a background check would hurt the homeless to*****with the safety and well being of everyone. Let's not forget--- there are children in and out of that building on a daily basis. Can't wait to see what they uncover at the states only private kiddie jail. No wonder the city just gave them the building.

This is beyond appalling - ok, isn't YSS the agency that put up all the little yellow signs for "Safe Place" all over the city, so if a child is in trouble they can got there and get help? So - you go this is place and get exposed to a convicted murderer and PEDOPHILE. WHEN is our system going to function with some common sense? Sure, I can understand not wanting to further humiliate a homeless person by running a background check on them, so what to do? Just "trust them" to not be a bad person? Obviously this case proves some failed liberal logic. My opinion on this agency is forever changed. Just let anyone in and hope for the best. What if a child HAD been assaulted at the facility? Would YSS even report it or would they cover it up? There is a lot of Government money at stake to lose.

Ha Ha Ha. This place was supposed to be YSS's Maternity Transitional Living program building. That's some scary sh--. Guess they wanted to keep beds full by having perverts live there. No surprise. That place is beyond shady-- and it all stems from it's leader...

We seem to be unanimous as to what should be done to this____(insert own description) A major problem, just like in welfare, Federal Housing, etc. someone is responsible and required to check eligibility and has failed to do their job. That person should lose that job.

Zip- Judges do not grant parole. Parole is decided by a parole board appointed by the governor-the executive branch. It exists outside the judicial branch.

let's think about this: Cash was convicted of first-degree murder in Marshall County. He served 16 years in prison and was paroled in 2008. PAROLED FOR 1st DEGREE MURDER?? How about the judge who paroled him AND his defense attorney serving the balance of his sentence? And why didn't he get mortally wounded while trying to escape befor they got him back to jail?

Take this POS out and shoot him, because I don't want to foot the bill to house him in prison for however long he is in jail. It seems like Wheeling is a haven for perverts, murderers, druggies and the scum of the universe. There is no cure for pedophylia, and it should be a capital crime that carries a death sentence.
