The people who frequent the internet cafes and play the games enjoy casino style games, but are not necessarily gamblers. They can go to the local cafe and avoid long drives (many are elderly and driving is not recommended), enjoy free food and refreshments, socialize with friends (many of the elderly are alone), and perhaps win some money. I have seen people spend all day at a cafe and spend $20. I have seen others win $500. These businesses must be regulated and the money can fill state coffers, but don't allow gambling interests to spread throughout the state. This is NOT gambling. The legitimate cafes run software based on a finite pool where the winners are predetermined and there is a guarantee of 70%-90% return (depending on the software) to the player. Be careful.
