Isn't it funny how governments and government entities have an excuse for everything? It cost more to repair the leaks than it will cost in water loss. Same thing with tax dollars lost to theft and fraud. There is always an acceptable amount of loss for these people. Maybe if the regular people start telling the water department; Sorry, I wrote the check for the full amount of the invoice, but I guess some of the digits fell off while it was in the mail. Maybe then they will realize what silly excuses they put out there. And, shouldn't the headline read ONE FOURTH of W.Va. water is wasted.

Just thinking, there are too many people in our jails, they pay no tax, WATER bill or electric, no food costs, and they don't have to buy gas to get there. They can use a shovel and pick and fix water lines as a service due for their free living paid for by tax payers.
