The process of turning Oglebay into a resort began in the early 1960s-pre Hobbs- with the opening of the Lodge; recently expanded with a generous private gift from the Lutz family(which has not been properly recognized.) Early on the Commission seems to have perceived Wheeling was dying. Oglebay had to turn to tourism-out of town patrons- to survive and grow. This saved the Park and made it grow while the City has declined horribly. Yet this lesson was lost with the more recent Downtown Projects; the Capitol in particular. These were also under non-city control(WNHAC) by most of the same Park Commissioners. What happened to the tens of millions Byrd contributed? Downtown is much worse off now than prior to the millions invested.
