folk: Understand Medicaid also pays for all or most drug costs; in addition to provider fees. The cost of care for 500k WV-and rising- citizens will be enormous. The hospitals will be forced into providing care for less than their costs. This will cause a shift to the few remaining private pays left in WV.

Yes roughly 25% of the WV population will be on Medicaid. This may increase with the decline of coal and manufacturing. In addition, the reimbursements are in many cases below cost to provide. With the tax base in decline how will WV pay for this. The Editor makes an excellent point. Perhaps gas severance and/or legalization and taxing of cannabis. The costs will be massive going forward.
