"the city ordinance requires anyone purchasing personal property and reselling it to be classified as such." So this means all the used car lots that take trade-ins and auction vehicles should do this also?

I'm thinking that all the second hand shops, antique shops and the appliance stores on Jefferson Avenue should be in that classification too. They all buy used personal/household items and resell them.
