The editors here seem intent to keep feasting on this particular baloney sandwich. An excerpt: "Mountain State officials are preparing rules to require safety measures at chemical storage facilities, enforced by regular inspections." Again, those "rules" for above-ground storage tanks, irregardless of some public statements by the DEP, are already in place, published by the WV DEP as: "'ABOVEGROUND STORAGE TANK GUIDANCE DOCUMENT'; Use of aboveground storage tanks in West Virginia is regulated by 47CSR58, the Groundwater Protection Rule. ... Hazardous Waste (DWM), ... and other programs have taken the general requirements developed by the Ground Water Program and adapted them to their specific scenarios. ... Section 4.8.a. of 47CSR58 requires that all above ground storage tanks have secondary containment". - - The Charleston tanks hadn't been inspected by DEP to verify their compliance with existing law.
